Can't start the application at all, tried starting as administrator and changing compatibility to win xp but nothing works

Did you the topics with known issues and possible workarounds?
For example, did you try doing this:
Update FlashUtil9e.exe at
C:\WINDOWS\system32\Macromed\Flash\
Double click it, install.
Run Genie Scout.
