To increase the likelihood of discovering talents in Africa, you should download the 'Pack Expansions' by Timo here on the site or adjust the database loading settings before starting the game. Set Africa as a loaded nation so that, for example, national team players and players with high reputations become visible
Put the file in "Editor Data" in Sports Interactive folder.
