If you're asking, then no, FM Scout's Got Talent isn't a 'yearly' thing. It only started this year, and JK just does a new one a month or two after the previous version is finished, I think. No fixed time, he just does it when he feels like doing it.
This is run by JK putting our players into the database through editor, I believe, with our players being based on the information we listed here. The 'Continue' button in the game is then clicked continuously and JK updates us about our players as time in the game goes on.
