Best rating is the highest rating for the player's best position. Best position is normally the position he's natural at or very close to being natural (e.g. 16+ out of 20 in terms of positional competence).
At the moment it's not perfectly synced with the ratings you see for the player roles (usually specific roles have lower best rating).
Rating in GS is the result of an algorithm that takes into account the key attributes of a player depending on his generic position without focusing on particular roles.
