Germany is a no-go for FM18. The German market for FM will be officially opened for FM19 though.
Now, if you try to buy FM18 while in Germany, or try to redeem an activation code you bought (using your address in another country)... it won't work.
However, if you activate the game elsewhere (not in Germany), then you should be able to play in Germany and anywhere else (as if you're on a trip).
