My suggestion would be to increase your budget because with 300 gbp you might only be able to find a refurbished product to match the minimum specs I have in mind.
More specifically, I recommend a modern CPU (at least an i3-1115G4) with 8GB RAM and a 128GB SSD (at least, 256GB would be preferable). I'd avoid a dedicated graphics card, as that'd push the price up way beyond budget and it's not really needed if you get a modern powerful CPU.
