I am not sure if that's a bug as I've not seen much around that. I think what the issue may be is that you're only allowed 3 windows of making a sub - with that if you bring 1 player on over 3 separate windows, so for example: 1 player in the 37th, 1 player in the 49th and 1 player in the 65th - you would have used up all the windows to bring anymore players on. Leading to it only allowing you 3 subs over 5.
But if you were to bring on 3 players in 1 sub, 1 player in another and 1 in another that would work. As long as when you're making a sub you understand you only have 3 times to do it - you will be fine.
