I'm playing in the year 2023 so i can't give you any specifics, but i would sign any good young East European who doesn't need a work permit - can get them next to nothing and keep badgering Prem clubs to loan you their good players on 0% wage contribution.
When i first started i put my transfer budget back into the wage pot, signed freebies and got rid of anyone that was on good money or was worth good money.
