Not 100% sure as to why, but I can tell you how to get the proper German squad.
If you go to -
Program Files (x86)\Steam\steamapps\common\football manager 2012\data\db\1200\lnc\all
Here you will find 3 or more files -
fake.lnc
lic_dan_swe_fra.lnc
nleague.lnc.
To get the German side delete the fake.lnc file
If you go to -
Program Files (x86)\Steam\steamapps\common\football manager 2012\data\db\1200\lnc\all
