I've been managing Italy for a couple years in my save now but I still haven't figured out how to get my scouting to work. I have the maximum allowed scouts for my national team (5), I have assignments for all of them and I set up a national pool but my scouts won't do their job properly: they just come back with a report on one (1!) player every few months. Does anyone know what I got wrong and how I can improve this?
