uploading a tactic into fm19

I am trying to upload at tactic that I have downloaded from here but the file doesn't come up in my tactic load screen. why doesn't it recognise / read the file? Is it because I bought fm19 via Steam? when downloaded the file icon is a blank rectangle. Am I doing something wrong? I download it and save in my Sport Interactive, Football Manager 19, tactics folder.

Open it in-game in the tactics page, don't try to open the actual file in the documents.
