Need a mod for FM 2019

I need a mod or detailed instructions on how to use the editor to implement the 5 sub rule in FM 2019. I really don't want to spend $55 for FM 2022 just so I can use 5 subs instead of 3.
Also, if you know how to do this in the editor, pretend that I'm a complete doofus and walk me through it step-by-step. Thanks!

You will need the Pre-Game Editor (free). If you have purchase FM19; then it's available on Steam.

Library > Games (choose Tools) and scroll down until you find Football Manager 2019 Editor.
