Player switch national team in illegal way?

So I am playing career where I am manager of club and one national team at the same time. And I am really doing good with my national team where I brought them from average national team to top5 in the world ranking list. My problem is that some players even after few caps are changing nationality. How is that possible? Firstly, my national team is playing much better than the one they are going, and much better place in world rankings, and also, as far as I know if you play even 1 cap, you shouldnt be able to switch? And my players played like 3-4 matches and still want to switch. That is not even legal, right?

I will show you one example in these screenshot. This player is very young but good. And it happened even with other guy who was over 18 years old. And when they switch, their caps are automatically deleted (weird situation).



If the caps were just for friendly games they do not count and a player can still change nationality. If the caps are for World cup/ european championship matches or qualifiers they cannot change nationality.

He literally played 3 matches in last 2 call-ups and it wasn't friendly, it was world cup qualifications (europe zone). I can even send screenshot for that. And he literally decided to switch few days after second call, what is weird because he should be very happy about it since he is young and played for top5 country and won matches etc.
Maybe I have some bugs there, don't know.
There was a rule change by FIFA regarding this recently:

In September 2020, the 70th edition of the FIFA Congress approved a rule change that now allows players to switch if they have played no more than three competitive matches at senior level prior to them turning 21 including no appearances in FIFA World Cup finals matches or continental finals (e.g. the UEFA European Championship). However, appearing in a tournament qualifier would not. Furthermore, players who played for their home country but not at senior level, who were under 21 at the time and have since lived in a new country for five years or more can apply for the right to represent their new place of residence. This also applies to players that began living on the territory before the age of 10 for at least three years.
