It's meant to make US a coach (yeah, its also to make us have some fun, but moving along), why don't you try to search "manually" for your players, its hard, but for what i've noticed the scouts are much better this time.
I've already found around 15 or 20 "future-star" players just by letting the scouts do their job (in 4 seasons)(not counting for the "good" players, just the "star" ones).
I know that when you are at very small clubs its difficult to have good staff, but its not impossible.
For example, i spent 3 seasons training "West Brom Albion" and i found around 10 future-stars, meanwhile in just 1 season in Liverpool i have found as many.
Don't let the scouts and editors take control of what you do in your club.
