X move delayed due to work permit

tongi14 : The player has to play or be from a nation that is ranked in the top 75 in the world, sometimes you can get work permits for young players i.e. players under 19, or the player needs to have played for the national team a few times, either 5 or 10 times, I'm not too sure

ah.. so i need to find a low national team and to hope that the player is good and still wants to join my club...:O_o
is there any way that i can pass this work permit ?...:weep
