The Genie Scout folder doesn't have to be placed in the FM10 directory, it can be placed anywhere really.
If the Flash workaround didn't do you any good, make sure that you run the program after extracting the .zip archive anywhere.
You can also try:
- Run Windows Update and update Java
- Run the application as administrator
- Check if Windows Firewall is blocking the application from running
