Maybe add a mandatory 'patch version' to the submissions that make it clearly visible what patch the mod is designed for?
Should a user then use a mod that is not designed for the latest patch, that's on them.
In terms of updating mods, maybe their circumstances have changed and they don't have the time to update their mod anymore. Maybe they are just sick of the game and don't play it anymore. Or they are sick, like me, of the abuse they receive on something they do for free (not on this site, don't worry Stam).
There are many different reasons why to be honest but I feel like adding a patch version to the submissions would at least help to address the OP problem
