It's a bit foggy indeed.
But what i'm thinking now is:
Progress rate: The rate the player will develop, based on mental traits/attributes.
Probability of Development: How likely a player will reach his full potential (PA)
So, when they are getting older, the chance they reach full PA is declining. So the PD is dropping.
Example:
1) I have a player with CA 124, his PA is 132. He's 25. Has a progress rate of 2*. A PD of 100%.
He still has time to get to 132 (it's only 8 difference), even if it goes slow.
2) I have a player with CA 89, his PA is 159. He's 21. Has a progress rate of 2.5*. A PD of 24%.
He progresses a little quicker, but still has to go to 159 (70 difference). So depending on playtime in the first team, level of training, happiness etc it's unlikely he will reach it's full PA.
