I agree, amazing for a 16 year old, and yeh he looks like he would make a better winger..... I want him haha
If he had better dribbling than I think he would be one of the best wingers in the game at 16.
I wont play him as winger...first reason is because he is similar type of player to Rooney and second is when I set training for new position (AMR) it says Ineffectual

Yeh it will say ineffectual because that is his current level of ability, but if you kept the new position set he would get better. Would go up to awkward - competant - accomplished and then maybe natural

Why I can't have such regens 
, But there was takeover in my save and my borad is improving youth facilities and then I will ask for better youth academy then maybe I will have such talents.

I rarely get good ones from my academy, i normally just buy them haha just get as many as I can then see how they develop, make a good amount of money from it!
To be honest with you I can't really to that cuz 1) I don't have enoguht money to buy good youngster. 2) Not many players are really want to come to me.
In the board interaction theres an option in networking to improve "youth recruitment network." I reckon improving this increases the quality of newgens that appear in your youth squad rather than the youth facilities and academy.

Yeh mine was improved about 2 seasons ago, and is currently getting improved again so hopefully will get some nice english ones through.
Anyone notice that the english regens are disappointing? they seem to have a lower amount of world class ones that other ones haha
