Is it possible to get a better team image in FM 14?

for example, Cabaye has 4 star rating from scouts while in madrid/barca he would 3-3.5 will my scout reports be like for the bigger teams if I win 2-3 BPLs and 1 champions league in like 4 years? Also, will better players and staff be willing to join my team?

The team mainly, but some players will want to work with good managers.

Its based on the average current ability of your team. As you sign or develop better players you'll see your current players ratings go down, for example if you sign Messi, Ronaldo and Bale, Cabayes rating would drop to 3 stars because compared to them he is a 3 star player, whereas compared to your current team Cabaye is a 4 star player. Nothing you can do except improve your team as much as you can. Only sign players who have 4.5 - 5 star ratings wherever possible especially for potential ability.

Winning the EPL just once will be a huge improvement your rep and allow you to sign much better players.
