FM Genie Scout CA vs Coach Report CA

i playing man utd when i Javier Hernández and Marouane Fellaini......
in genie both of their CA rating is 159 but in game my coach give me a Javier Hernández 2.5 star and Marouane Fellaini 3.5 star
may i know why is this happening???

The coach star rating is in comparison to other players at your club as well as their current ability. Because you have RVP & Rooney who are world class players, Chicharito's star rating obviously won't be as high as theirs and is reduced as a result. As for Fellaini, there's no world class central midfielders at United, so his star rating isn't reduced in comparison - and 3.5 stars is what you'd expect to get for a player of that level.

so the meaning is all the coach report ans scout report is still base on my own team to rate???

Basically, yeah. It's all relative. If either of them two players played for Crystal Palace, they'd be the best players there, so their star rating would be a lot higher, if not 5 stars, then definitely 4.5 stars.
