wage budget fm14

Hi,
Just got Vauxhall up to league 1, and my transfer budget is through the roof. I've got 3mill pound left there, whats stopping me is wages.
I cant put more money from my transfer money over to my wage budget- anyone know why this is? Actually have too few players to fill the bench atm
It was like this on 13 too ;(

what you might find has happened is the board have put a block on it due to it changing various times I had that problem before, or maybe the board believe your spending too much on wages, why don't u interact with the board and see what happens
