Long Term Plan

In the real world, you often hear about 'The Five Year Plan' etc. My question is, how is a plan like this formulated and implemented, and how can this be replicated in FM14? I want to take a low league team to the higher reaches of the game, so I believe I need a long term plan, but have no idea how to create one!
For a low league team I'd imagine it would be concentrating on a youth system. If you negotiate one of the club 'visions' as being to give youth a chance the board will be more willing to upgrade youth facilities, youth recruitment network and junior coaching.
I'm currently playing as Wolves, and my five year plan was/is this:

1: Win L1
2: Don't get relegated from Championship
3: Challenge for promotion (maybe win promotion)
4: Win promotion (or don't get relegated from Prem if already promoted)
5: Don't get relegated from Prem (or consolidate if survived prev year).

I'm currently on course for promotion to Prem in my third year (barring a final furlong collapse).

Once I'm in the Prem, to climb the ranks I need to recruit good youth (as I can't afford/attract the top players) - so I need top scouts, top training and to give youth an opportunity to play. I can't rely on my scouts finding me the players themselves, so I need to send them after targets - this requires regular attention to U21/U19 international teams and trying to nab the best prospects before the top teams swoop for them.
