I bought FM14 2 days ago and i can't activate it. It says that I have a problem with the countries activation. Can i get a refund?

If it is not activating due to your country, that will not be because of FM Scout. That will be with Sports Interactive as noted above. I believe FM Scout show what countries it isn't available in, so may not take responsibility.
Which country are you in? As you may have just bought the wrong version, as some versions cost more/less because of the way each of those country's are set up economicialy, and the level of piracy within that country. Oh and Germany it doesn't work in unless you have a boxed copy.
