Trouble importing tactic's

When i go to import a tactic from my tactic folder they aren't there and i have had a look at them and the ones that show up appear to be a "TAC File" and the one's that don't are a "RAR file" anybody know how to change this? Help would be massively appreciated!
Also when i download some tactic's on here it goes straight to a word document with loads of writing in sort of Arabic writing anybody know why?
