Players exceeding their potential ability

if PA doesn't matter much, what does?

I've been using Genie scout extensively while playing. I just can't play without it.
I've noticed that some 120 or 130 or 140 potential ability players, peaked, have better role ratings than higher potential ability players.

For example I had a 140 pa left winger with 20 on pace acceleration which even though started at 68% winger rating, after a few seasons of magnificent performances and hard training it climbed high to 82% winger rating, one of the best players in the world for that role with I repeat only 140 pa.

Same happened with a 140 pa defender.

I was thinking if training and performances are the signature of player's development. And that any specialised medium potential ability player could become a world class player, then what should we look for in players?

My guess is mental traits, for example proffesionalism, or important matches.

The questions are

1) has anyone else noticed my low PA - best player in the world theory?
2) if 1) is correct what do you look at on the player you are going to develop to be the next star?
I don't use Genie Scout, but on FM11 I sold my only right back with my Blackburn team (they were in the Championship) and had to use a youth team player who my coaches said would only be good enough for the Blue Square Regionals. He ended up developing into a League 1 standard player purely because of the game time.

I had something similar on FM12 as Morecambe. I bought a keeper that it said had peaked at age 25, but he played every match for two years running, kept improving, and I managed to sell him to Burnley for a tidy profit. I think the game time led to his mental stats developing more than they were supposed to.

That, or my scouts were rubbish.
