Roaming Scouts

On all of my saves I keep having trouble where my scouts are set to roam an area but all they do is scout the same three regions over and over again. Had anyone else had this problem?

Is there any way around this, they are pretty decent scouts. What stats should I be looking for particularly?

Also apologies if the spelling is horrendous, I'm using my teeny tiny phone....
