editor transfer window problems

keeps changing date every year.

i added a transfer window to my restructured scottish pyramid system.. but the date changes every year.. its set to the 1st of january-1st of february. but it changes every year to 2nd jan-2nd feb, 3rd jan-3rd feb and so on.. how do i stop this?
