Football Manager Contract Negotiations Problem

I can't offer bigger wages during contract negotiations despite having a big enough budget.

Hi all,

I use the FM Editor Live 2014 on my Football Manager 2014 game, and one of the main things I use it for is expanding my transfer budget (massively :P).
I currently have a transfer budget of £1 billion, and a wage budget of £999 million per month. My total club balance is also in line with this.
However, when entering into contract negotiations, all of the main options, clauses and bonuses seem to be "restricted" to a much lower total than my wage budget of £999m per month. This has nothing to do with my total wage spendings either, as I currently spend £5m per month on wages.

So what I'm trying to find out is, do any of you have a fix for this problem of why I can't offer bigger wages, bonuses and clauses to my potential players, despite supposedly having the financial capacity for it?
I guess the board won't let you spend more than that for backup player, even though you could afford it. If you change his Squad Status, you'll be able to add some money, but I'm not quite sure how this works.
I have the same problem no matter what squad status they are, unfortunately.
There should be an option in FMEL to edit the maximum wage a club can offer a player (per year). It's in the Finances Tab, bottom option (I think).
