BSN Transfer Window

So I'm in November of my first season with Boston Utd in the Blue Square North and players are still coming and going. They are free transfers but even then it seems odd for the window to be open this long? I also can't register squad numbers for any of my players, they're just given 1-11 for each match. I'm not sure if these are just conference league rules or whatnot but I'm slightly concerned my game is bugged?

Can anyone let me know what's going on?

In that league, a lot of players are on amateur contracts so they can move around freely until/unless they get a semi-pro contract.
