A problem with Wages

I'm playing as Nottingham Forest, and have been promoted to the premier league and have been given a fairly healthy wage and transfer budget, as mentioned i have a 200k remaining wage budget but when i go into contract negotiations but am limited to 40k, despite changing the status to 'Key player' and having a large remaining wage budget and am wondering if there is something i can do to change this? If so please explain whats going on? Thanks

I think that is the restricted wage budget per player for your team. It might have something to do with FFP (Financial Fair Play)

why would u be offering anyone more than 40k a week with nottinhham forest? plenty of cheap better options
