producing better players

I would like to know how I can make certain countries produce better players!

For example I would like to see Gibraltar higher in the fifa rankings and I would like to see them produce better players... instead of creating a load of -10 players for that certain nation.

Is there anything i could edit on the national page in editor or would it be through their club pages?

on the nation information screen you can adjust their youth development.
if the quality of their youth is currently that low its probably only a 1.
20 highest possibility of quality youth, plus you add best stats of youth development to each major club tied to that nation. this can allow you up to 2-3 good to quality players per professional club. 1-2 per year each amateur club. so doing the maths thats 15-20 good players each year
