Harder to sign players!

Anyone notice that it is harder to sign players in this years edition especially when playing with smaller clubs. I even adjusted things in the editor to try and give clubs a chance at signing some more players but still didnt work. As a trial, I put the league I was playing in at 200 and for the club at 9999 for reputation.....it still didnt allow me to sign better players.
