Season Ticket change ratio?

I've seen prices discussed but not the number of season ticket holders, has anyone managed to get the season ticket change ratio to work?

So I started off in the National South and I'm now up to the Championship with a 15,000 seater stadium. The season ticket sales announcement comes and I've only sold 250 season tickets, standard FM flaws. The day before the announcement I can see that the season ticket change ratio is set at around 1.3 and last seasons season ticket sales were 190 which makes sense (190*1.3ish =250). The ratio then goes down to 1 after the announcement.

I've tried changing the ratio the day before but without any change, still selling 250. Is there a specific time you need to change it for it to work?

It is time-critical to get this working. It needs to happen pre-season, before the value is changed (to 1.3 in your case, for example).
We plan to make this easier to change in the future by "freezing" the value in the memory, so you don't have to worry about the when. But for now, I'm afraid I don't know exactly when the value is taken into account in the game.
