I can't open FM Genie Scout for 10.3 ?

I downloaded GS version 116 and cannot open it , it doesn't run ( i don't see anything or report about this problem ) .
I installed Dotnet Framework 3.5 but it still doesn't run .
My Windows is XP SP2 .

Help me !!!

most of the people in the forum have this problem and were waiting for a fix.
updating the system won't help i think so .. you can only wait...
