I can not unzip the file with winrar

I tried to download the latest version of the Genie Scout and when unzipping I get denied access

I can not install the latest version of the Genie Scout. The previous version if I can unzip it but it gives me an error "createdFile failed; code 5. Access denied.

I do not know if it has to do with the file or that, but I would appreciate it if you could help me.
