Help with under 20s/18s

It is my first time playing fm and none of my players in my under 20s and under 18s have stars when i go to view them. I have a head of youth development and i dont know what to do. I am at Dergview in the Northern Irish League

Your team might not have youth facilities or just play a bit and the team will recruit some youth automatically.
