Tactical Familarity Issue

Hey, lots of my players can't get used to my tactics. I made tactical trainings, gave them all 90 minute but still, their tactical familarity doesn't raise, or if it does, it will drop somehow. I am in 2024 now and my 6 years old player can't get used to its place. Do you have this issue too? And do you know how to fix it?
