Work permit

Right it says that they are capped at u20 national level. So i go to buy this player for 350k, but at the bottom its says he doesn't qualify for a work permit. Any help?-in the championship-

If your buying a south american player, your best bet would be loaning him to a spanish club for two years to get the citizenship

But would the player be allowed to play there before he gets the permit. Or is he going to play no matches and come back 2 years older with very little improvement
