How to create the golden era of english football

During lockdown i have been watching a lot of british football from the late 70's - early 80's featuring probably featuring some of the best english manager such as Bob Paisley (Liverpool), Sir Bobby Robson (Ipswich), Brian Clough (Nottingham Forest), Ron Saunders (Aston Villa), Joe Mercer (Man City), Howard Kendall (Everton) and Terry Neil (Arsenal) and my question is how easy would it be to create a database more inline with football back in the day where money was chucked around willy nilly so to speak

One idea i have is to the leave the teams in there leagues etc but up the nation ranking so better regens come through etc and up some of the youth facilities but take money away from these so called big clubs and maybe recreate some of these managers in the game

I also wondering is there a way to create a 22 league team system like before premier league era and if i can limit how many non-english players are in a match day squad etc

I don't think there is an easy way to answer this question tbh. I think you'd have to create a whole new league for starters, as I think all the English leagues aren't changeable to be expanded, etc. in the editor. In regard to the money thing, all the clubs could start with less money, but there's always the chance that a takeover happens and then a boatload of money could enter the league anyway.

The only thing that would be easy to do is to give the 'UK & Ireland region' nations a higher rating of regens, so that they're at least producing players of quality, so that there's no need to go abroad and sign players for absurd amounts of money.
