Only amateur contract for staff?

Hey guys. So I'm managing a semi-professional club and have players and staff on part-time contracts but all of a sudden I can only offer amateur contracts to my staff with the exception of my scouts and assistant manager. Does anybody know the reason for this? How do I fix it?



Apologies if this has been posted about before but I tried searching and didn't find anything relevant.
