Thanos has been working on FMSE21 since the FM21 Beta dropped last night.
A lot of things have changed and he needs to ensure everything works as intended, so we can have a stable version from the beginning.
I believe it will be ready tomorrow.

Well, it's not up to me. I wanted to have that ready on the same night Beta dropped, but I'm not the developer of FMSE; Thanos is. He has his own schedule and priorities.
Anyway, the latest status update I got from him tonight was that only some minor things are left and it will be released tomorrow (Friday).
I don't know the exact time tomorrow. I've prepared what's needed, so whenever Thanos is ready, we'll make it happen.

Which time zoneThanos is based in the UK. Like I said, I don't know if he's going to be ready in the morning or at night. Hopefully he won't be late.
