Bought top young DM but Haitian, can't seem to get to gain work permit/citizenship, why?

I bought the best young DM in my save at 19 years old for £35M from a French club to my English club in my FM2020 save. But he is Haitian so no work permit. So, I tried to loan him out asap (spain 2 years citizenship) but NO ONE would take him on on loan, for the entire first season. At the start of the 2nd season all the top clubs in Europe wanted him on loan. So I picked Real Madrid. I was so happy cause that meant he would gain Spanish citizenship within 2 years. I was surprised he didn't gain French citizenship after having played there for 5 years.
However, we are now more than 30 days since he joined Real Madrid and in Overview > Information there is NOWHERE indicating he is cumulating any days towards a Spanish citizenship, which you can see with any other player (I have managed to get around 7 or 8 players to gain their Spanish citizenship).
What is going on?

He played two games with Real Madrid, but could never play for me. How can he be playing with Real Madrid but not for me, and how can he play for them without cumulating days towards a Spanish citizenship?

Read again rules. Because playing at Spain does not mean will get an automated work permit. What about wage rules for certain ages? Does have international appereance etc?
