FM for Touch Update

It looks like theres been an update for FM touch which has stopped Genie Scout working. I'm not sure how Eugene gets to find out about these updates, and then to update genie scout.

What I don't understand is, how do FM know that I am in a transfer window and therefore it would be the most annoying time to release an update?
