Question about Registration Rules in Norway (Eliteserien)

Hey guys,

I'm currently doing a save in Norway.
I was wondering about the registration rules in the first division (Eliteserien).
There is a registration window, but it is also possible to register players at any time (you can see it in the screenshot below).


Is this a bug or is it normal?
I mean, whats the point of having a registration window, if you still can register players anytime?

This makes it easier to use more than 9 non-homegrown players, as you can change the registered players before each game. Kinda feals like cheating to me ...

Anybody got an answer for this? Thanks in advance

My understanding is the nine non-homegrown players can't be changed during the season, they can only be changed during registration windows. The only players who can be registered during the non-registration windows, are HG players.
