FM2021 Transfer offers

Does anyone know if FM has ever implemented the situation most teams are managing now where Teams are negotiating contractually with players prior to formal transfer offers being submitted to the players team?

Seems that in order to discuss Contracts a Transfer Offer has to be tended first and accepted then move to player negotiation.

Am I missing something?

You can do this if the player is "Set for release" I believe or their existing contract has expired and they are playing on a match by match contract.

Otherwise no, you can't get a player to agree to a contract before the parent club has even agreed to a sale, that is called tapping up and im pretty sure its considering illegal in football lol.

Could be wrong though.
