why after scouting a player with a good rating when you then sign them is their rating a lot lower
This will be due to the difference between your scout's opinion of the player & your assistant manager/whoever is doing your player reports opinion of the player.
Neither are perfect at their job, no matter what their ratings for player judgement are.
