Who is a good lower league team to be as i am unsure? They can be in any country

What about Real Betis? They play in second division in Spain and I think they are predicted 1st and I dont know about money.
Ebbsfleet are a very decent Blue Square Bet South team, predicted to finish first, and there are some great, low wage, free transfers you can get for them too!
