Oh yes i t does. The game creates some powerful regens of your nationality, maybe to get you want to manage the national team ? But I've seen Tunisian players, especially in FM10, playing for Milan and such and they were simply outstanding.
Heck, I even heard some people playing FM having sons players in the game. Creepy heh ?
