Range check error on Cities

Using FM Genie Scout 22 v1.0 22.4.1 beta 13, I get a "Range check error on Cities" error when I try and load the game followed by:

Access violation at address 00407256 in module
'FMGenieScout.exe'. Write of address 0000001C.

I'm using Windows 11 and wondering if this may be the problem?
